The initiative spans 18 months, starting from January 1, 2026, and ending on July 4, 2027. It aims to encourage investment in areas such as digital infrastructure, energy systems, and fundamental public works. The bank emphasized that this initiative will back projects related to technology, power generation, transportation, water infrastructure, and other critical sectors.

The Critical Infrastructure Finance Initiative extends beyond traditional lending methods. Bank of America will include qualifying primary-market loans, investments, capital markets transactions, and advisory services toward reaching the $250 billion goal. Additionally, the program offers banking services and supply-chain solutions linked to eligible infrastructure developments. Funding can support both corporate entities and specific assets. The bank intends to leverage its corporate banking, investment banking, and markets divisions to assist clients seeking capital for large-scale U.S. projects.
Digital infrastructure is a key focus of the program. Eligible initiatives include data centers, telecommunications networks, semiconductors, computing hardware, and associated equipment. The energy category covers conventional and renewable energy production, power storage, and distribution networks. Core infrastructure encompasses transportation, electricity transmission, grid improvements, water systems, critical minerals, and mining activities. Bank of America also highlighted that the initiative responds to increasing infrastructure needs related to computing, manufacturing, energy supply, and domestic supply chains.
Focus on technology, energy, and essential infrastructure sectors
The bank stated that its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will coordinate the program. All eight of its business lines will participate in the effort. Jim DeMare, co-president of Bank of America, explained that the initiative centers on infrastructure supporting the economy, energy security, and technological progress. The bank plans to monitor qualifying transactions throughout the 18-month period. These transactions will contribute toward the overall $250 billion commitment.
The bank also included employment and workforce development as part of its objectives for this initiative. It noted that infrastructure projects could generate jobs in construction, manufacturing, technology, and long-term operations. The company promotes training programs in partnership with employers, nonprofit organizations, and community colleges. In 2025, it allocated nearly $40 million to more than 730 workforce development partners across U.S. markets. These programs focus on skills training, education, and job readiness.
The financing commitment will extend through July 2027
According to the bank, its workforce partners connected over 90,000 people with employment opportunities in 2025. These organizations also reported providing training, education, or career-readiness support to more than 290,000 individuals. Bank of America presented these figures separately from the new infrastructure financing goal. Karen Fang, global head of infrastructure and sustainable finance, stated that large infrastructure projects require coordinated funding across multiple connected sectors. She also serves as co-head of Global Capital Solutions.
Progress will be tracked based on eligible financing activities completed during the program’s timeline. The bank explained that its measurement approach aligns with the framework used for its existing $1.5 trillion sustainable finance target. The new initiative zeroes in on infrastructure development and modernization within the United States. Its July 4, 2027 end date extends beyond the country’s 250th anniversary. Bank of America stated that this effort aims to bolster infrastructure, create jobs, stimulate economic activity, and support community growth nationwide.
