    RALEIGH, N.C. / RankWire.AI/ – Voting in the 2026 U.S. midterm elections has begun as North Carolina election authorities started distributing absentee ballots. This marks the beginning of a nationwide election cycle that will determine the balance of power in Washington. All 435 House seats and over one-third of the Senate are on the ballot for the November 3 election. It serves as a critical referendum on President Donald Trump’s second-term policies. The early ballot distribution under North Carolina law officially shifts national political focus from campaigning to active voting across key battleground states.

    The official start of voting coincides with ongoing legal challenges in federal courts concerning federal oversight of ballot delivery procedures. US District Judge Indira Talwani in Boston issued a preliminary injunction blocking a measure by the Trump administration that aimed to give the United States Postal Service regulatory authority over mail-in ballot distribution. Judge Talwani ruled that the proposed federal postal regulation regarding ballot transmission was likely unconstitutional and unlawful. This decision temporarily halts executive efforts to impose centralized screening frameworks on state election authorities.

    According to North Carolina law, county election boards must begin distributing absentee ballots 60 days before Election Day. This makes North Carolina the earliest state in the nation to start voter mailings. The distribution process takes place amid ongoing federal litigation, as the U.S. Department of Justice petitioned the Supreme Court of the United States to reinstate rules requiring states to share voter lists with a federal portal before ballots are handled by postal carriers.

    Federal Court Injunction Stops Executive Order on Postal Regulations

    Organizations advocating for voting rights, including Democracy Docket, filed legal motions opposing the administration’s proposed restrictions. They argued that the U.S. Constitution grants election administration authority primarily to state legislatures, not the executive branch. Legal representatives for voting rights groups emphasized that attempting to change postal verification rules while mail-in voting is already in progress could create widespread voter confusion and delays at county election offices.

    Whistleblower disclosures submitted to federal oversight committees raised concerns about the proposed United States Postal Service digital portal. They warned that automated barcode verification systems could lead to processing errors if individual ballot envelopes fail digital scanning requirements. Representatives from the postal service clarified that federal verification procedures are not currently mandatory. They stated that postal workers continue handling all properly postmarked election mail according to existing statutory guidelines. As North Carolina’s mail-in voting begins, state officials are ensuring that all registered voters requesting absentee ballots receive the necessary materials.

    Postal Service Reaffirms Continuation of Standard Handling Procedures

    To obtain an absentee ballot in North Carolina, voters must submit an official request form, complete their ballot in front of two witnesses or a notary public, and provide a photocopy of a valid photo ID. All completed absentee ballots must be returned to county election offices by 7:30 p.m. on Election Day to be included in the official vote count, according to state law.

    Over the coming weeks, more states are scheduled to begin mail-in and early in-person voting as election preparations ramp up nationwide. Election officials across key swing districts continue to monitor federal court rulings on postal regulations, which will impact ballot distribution as voting expands nationwide. Registered voters can access official voting guidelines and ballot tracking systems through their state government portals.
